SNCL MEETING
AUGUST 12, 2019
The meeting was called to order at 7:03 p.m. by Tim Buma, President. There were approximately 50 members present.
Invocation and pledge led by Dawn Morton.
Motion was made to approve the minutes and seconded. All are in favor. None
oppose. Motion carries.
No Treasurer’s report.

- Cars being broken into have for the most part been unlocked
- There have been a few car chases through the community
- Most of our criminal problems are coming across the water
- Will check on the semi-trucks going down Portlock
The rest of the normal meeting was postponed to the discuss the “Family Dollar” store plans on Poindexter.
Our guest speaker was Mr. Jeff Benson of The Overton Group, and he presented the plan that the Overton’s have for the property on Poindexter Street (the Old Preston’s Overton’s market)

This area is bound by Poindexter Street on the south, B Street on the west, 22nd Street on the north and A Street on the east. Melissa Venable, principal and founder of Land Planning Solutions, described the concept plan as the start of a new “Town Village”. Family Dollar with be the anchor store and also the “flagship store”, as their headquarters is located nearby in the Greenbrier area. The development also includes three adjacent retail units.
The City Planning Staff recommends that the variance requests be denied at this time. The Civic League Executive Board also recommends denial.
Before voting, we discussed a few items:
- We received a thank you from the Commonwealth Attorney’s Office in helping with their basketball event.
- There are a lot of activities happening over the next few weeks at the library.
- The OSHS Booster Club asked for a $300.00 donation. A motion was made and seconded. All are in favor. None opposed. Motion carries.
The voting issue: Do we support the variance request or deny?
A motion was made to approve the variance requested by the Overtons and seconded. All but one was in favor. Motion carries.
Clint Crews gave a talk on 2020 Census. We need to get the word out and be counted.
